Then I looked at the hawk which symbolises a tyrant and despotic ruler. I found Hajjaaj fitting this description. If one does not qualify for governing, then it means that he will become a disobedient son to his parents, oppose his teacher, rebel against his superior, issue a verdict without knowledge, commit aggression against others, or if he is a judge, he will be an unjust one.
